Place-based Inclusion

Include all prime actors.

The Solution Accelerator invites and creates a setting for learning and trust-building for a location’s prime actors. Place-based inclusion means the participation of the organizations and other groups who can make something happen in a place—or who can block something from happening. This includes all potential spoilers: individuals, organizations or entities that could disrupt or derail an agreement. We call these organizations and other groups who are most influential in a particular place “prime actors.”

The inclusion of prime actors is essential to the generation of solutions to complex problems. This is because, in any location—an island or watershed, a city, state, or country—complex problems connect and mix with other complex problems, so no complex problem can be solved in isolation. Only prime actors can negotiate the interconnections, trade-offs, and dependencies among complex problems.
