Some problems in the world are local and can be solved with local solutions. Local actors come together to make deals and agreements, generate solutions, and enforce them. But sometimes local problems combine with other problems to form larger complex problems that interlock and often cause and affect each other. 

Complex problems require solutions that address clusters of problems simultaneously. Addressing them requires cooperation from many actors across communities, sectors, borders and cultures.

Effective solutions arise naturally in the right conditions, like the conditions contained within the solutions themselves: place-based inclusion, shared information, choice, and trust.

These conditions are not one-time requirements, to be produced then dropped; they must be maintained for years.
